Title 18 USC Section 1030
Unauthorized access is prohibited by Title 18 USC Section 1030. Unauthorized access may also be a violation of other Federal Law or governmental policy, and may result in criminal and/or administrative penalties. Users shall not access other users' or system files without proper authority. Absence of access controls IS NOT authorization for access! USCG information systems and related equipment are intended for communication, transmission, processing and storage of U.S. Government information. These systems and equipment are subject to monitoring to ensure proper functioning, protect against improper or unauthorized use or access, and verify the presence or performance of applicable security features or procedures, and other like purposes. Such security monitoring may result in the acquisition, recording, and analysis of all data being communicated, transmitted, processed or stored in this system by a user. If security monitoring reveals evidence of possible criminial activity, such evidence may be provided to law enforcement personnel. Use of this system constitutes consent to such monitoring.

Title 5 USC Section 552A
This system contains information protected under the provisions of the privacy Act of 1974 (5 USC 522A). Any privacy information displayed on the screen or printed must be protected from unauthorized disclosure. Employees who violate privacy safeguards may be subject to disciplinary actions, a fine of up to $5,000 per disclosure, or both. Information in this system is provided for use in official Coast Guard business only. Requests for information from this system from persons or organizations outside of the U.S. Coast Guard should be forwarded to Commandant CG-6.

Direct Access Privacy Act Statement
Pursuant to 5 U.S.C. 552a(e)(3), this Privacy Act Statement serves to inform you of the following concerning the collection of information via this system.

AUTHORITY:
USCG is authorized to collect the information requested pursuant to 10 U.S.C. 503, 1043, 1147 and 14 U.S.C. 92(I) 92(r), 93(g), 350-373, 475, 512, 620, 632, 645, 681, 687. In addition, further authority is provided in 5 U.S.C. 301; The Federal Records Act, 44 U.S.C. 3101; 5 U.S.C. 5501-5597; 37 U.S.C. 406; 42 U.S.C. 213, 253; 49 CFR 1.45, 1.46, and the COMDTINST M1100.2F Coast Guard Recruiting Manual.

PURPOSE:
USCG is requesting this information to administer active duty, reserve, and retired active duty and retired reserve military pay and personnel. The system may also collect information about Service members and their dependents and civilian employees and their dependents as well as all personnel assigned to USCG for regular performance of duties including Officers of the Commissioned Corps of the U.S. PHS and personnel in exchange or reimbursable positions (per COOP requirements for personnel accountability), and for needs assessment as a result of the natural or man-made disasters. Collected information is also used to administer civilian personnel formal training course management, competency, and accomplishment data as well as tracking IT training, IT system accounts, roles, and permissions for military, civilian, and contractor personnel. Additionally, information may be used to provide necessary information to the Department of Commerce (DOC) for NOAA Officers and to Department of Health and Human Services (HHS) for Officers of the Commissioned Corps of the U.S. PHS to administer their respective pay and personnel system.

ROUTINE USES:
In addition to those disclosures generally permitted under 5 U.S.C. 552a(b) of the Privacy Act, all or a portion of the information requested may be shared externally as a "routine use" to other Federal, State, and Local Government Agencies; the Congress; federal, state, tribal, local, international, or foreign law enforcement agencies; the National Archives and Records Administration (NARA); education institutions; contractors; and individuals to assist the Department of Homeland Security in meeting the personnel tracking requirements and military payroll requirements documented predominately in Titles 10 and 14 of the US Code. CONSEQUENCES OF FAILURE TO PROVIDE INFORMATION:
Individuals do not have the opportunity to consent to particular uses of the information they provide nor can they withhold a specific portion of the information. Information in Direct Access is used in accordance with Titles 10 and 14 of the US Code and USCG personnel and pay policy.
